São Paulo Urbanismo is a municipal public company, established by Municipal Law 15.056/2009, with the primary objective of supporting and developing actions aimed at planning and promoting urban development in the Municipality, contributing to the realization of plans and projects of the São Paulo City Hall.

The premise of the Reinventing Cities Competition is to select the best proposals, at the Preliminary Study level, for the requalification of Public Spaces that meet the requirements of the Tender.

To accelerate transformative change in cities, Reinventing Cities São Paulo encourages creative professionals to transform public spaces into thriving, greener areas where communities can prosper while embracing a more sustainable lifestyle.

In the context of its activities, the suspension of the launch of the Reinventing Cities competition is due to the following main factor:

Deadline for the Next Stages of the Contest: Due to electoral legislation, all communication on the City of São Paulo's institutional digital channels will be inactive until October. Only strictly administrative and service acts can be carried out through extracts or official publications in the Official Gazette from 5 July, as established by Article 74, Item IV, alinea b of Federal Law No. 9,504/1997. This restriction significantly limits the scope of publicizing the contest, compromises the isonomy of the initiative, and reduces the dissemination of information in broad media, thereby considerably compromising the effectiveness of the competition.

Release of funds: The movement of funds for the celebration of the contest was not completed in time for widespread publicity, limiting it to the deadline stipulated by Article 74, Item IV, alinea b of Federal Law No. 9,504/1997.

In view of those factors, São Paulo Urbanismo has concluded that launching the competition at this time is unfeasible. We thank you for your understanding and pledge to keep all interested parties informed of further updates.

A São Paulo Urbanismo é uma empresa pública municipal, conforme estabelecido pela Lei Municipal nº 15.056/2009, cujo objetivo principal é dar suporte e desenvolver ações voltadas ao planejamento e à promoção do desenvolvimento urbano do Município, contribuindo para a concretização de planos e projetos da Prefeitura de São Paulo.

O Concurso Público Reinventing Cities tem como premissa selecionar as melhores propostas, em nível de Estudo Preliminar, para a requalificação de Espaços Públicos que atendam às exigências do Edital.

Para acelerar a mudança transformadora nas cidades, o Reinventing Cities São Paulo estimula profissionais criativos a transformar espaços públicos em áreas prósperas e mais verdes, onde as comunidades podem prosperar enquanto abraçam um estilo de vida mais sustentável.

No contexto de suas atividades, a suspensão do lançamento do concurso Reinventing Cities deve-se ao seguinte fator principal:

Prazo para Divulgação dos Prazos e Etapas do Concurso: Devido à legislação eleitoral, toda a comunicação nos canais digitais institucionais da Prefeitura de São Paulo ficará inativa até outubro. Apenas atos estritamente administrativos e de serviços poderão ser realizados através de extratos ou publicações oficiais no Diário Oficial a partir do dia 5 de julho, conforme estabelecido pelo artigo 74, inciso IV, alínea b da Lei Federal nº 9.504/1997. Essa restrição limita significativamente o alcance da divulgação do concurso, compromete a isonomia da iniciativa e reduz a veiculação das informações em amplas mídias, comprometendo consideravelmente a eficácia do concurso.

Liberação de recursos: A movimentação dos recursos para a celebração do concurso não foi concluída a tempo para ampla divulgação, limitando a publicização ao prazo estipulado pelo artigo 74, inciso IV, alínea b da Lei Federal nº 9.504/1997.

Diante desses fatores, a São Paulo Urbanismo concluiu que lançar o concurso neste momento é inviável. Agradecemos a compreensão e nos comprometemos a manter todos os interessados informados sobre novas atualizações.
