On June 8th, Mayor London Breed joined local leaders, The Kelsey and its co-developer, Mercy Housing California, to mark the groundbreaking ceremony for The Kelsey Civic Center, a new 100% affordable housing development.
The Kelsey Civic Center was a 2020 winning project in the first edition of Reinventing Cities. The project focuses on including people with disabilities and people across all incomes through affordable, accessible, inclusive housing. The all-electric, zero-carbon and 100% affordable housing project is expected to open in 2025!

Kelsey Civic Center
The Kelsey Civic Center will be a vibrant urban community offering 112 homes for San Franciscans of all abilities, incomes, and backgrounds. The project proposes a model for disability-forward housing that opens doors to affordable homes and opportunities for everyone. This fully accessible building will house in the ground-level a commercial space that will serve as the future home of the Disability Community Cultural Center. The project also includes communal spaces for resident programming, community events, service delivery, and relaxing. Efficient units, shared amenities, and communal spaces reduce waste, support low carbon design, and foster connection and community impact.Learn more about the winning project here!
