Your Expression of Interest file must contain the three following components:

1) Description of the bidding team and its organisation
Please note that a dedicated Bidding Team Form is available in the site's dataroom.

2) Presentation of the project and development concept for the site
This includes the project description (roughly 10 pages in A4/US Letter format) AND an illustration board (one page in A3/Tabloid format) The project description will include the outlines of the project and of the solutions proposed to address the 10 challenges identified.

3) Presentation of the intended legal and financial set-up
This memo (maximum of one page in A4/US Letter format) will include the legal-financial framework proposed by the bidding team. Note that at this stage, the legal-financial aspect is only a statement of intentions. The definitive commitments of the team will appear in the final proposal.

These documents must be written in English and/or in the language indicated in the SSR, and each of them will be dated and signed by the lead representative of the bidding team.
The documents must be grouped in a single compressed document (.zip) that must not exceed 200 Mo/Mb.

The Palazzine represent a key element for the process of urban regeneration underway around the popular Molise Calvairate building complex, which includes the former “Frigoriferi Milanesi” (Milanese Refrigerators) site, which is presently the setting of exhibition and culture spaces and work studios.

The six “Palazzine Liberty” complex is found in the south-east district of the city, in the Calvairate area in Municipality 4, three kilometres away from Milan Cathedral and 100 m from Milan Porta Vittoria railway station, served by suburban lines that connect the metropolitan area to the city centre along the railway link. The infrastructure means that the Milano Porta Garibaldi and Repubblica stations, in the business centre and Rogoredo station, which are served by high-speed trains, can be reached in a few minutes, as can Forlanini station too, which is linked to the Linate airport by the future M4 metro line which will stop 1 km from the site. Adjacent to the “Ex Macello” site, the Palazzine was part of the broader public slaughter house industry developed in the late thirties and was specifically the part intended for offices, concierge and residence in the Annonary City, of which they represent its historical and architectural evidence.


 The Palazzine, today disused and one of them occupied without authorization, represent a key element for the process of urban regeneration underway around the popular Molise Calvairate building complex, which includes the former “Frigoriferi Milanesi” (Milanese Refrigerators) site, which is presently the setting of exhibition and culture spaces and work studios; the Porta Vittoria district built on the areas of the former freight terminal, in completion phase, which will provide of residential, commercial, tertiary and accommodation facilities in addition to a linear park and a sports centre; and the “Magazzini Generali” (General Markets) complex which is undergoing a development plan which foresees the restructuring of existing buildings. Re-inventing the Palazzine Liberty is an extraordinary opportunity to have the recovery of building heritage of historical-architectural value coincide with the establishment of new services, in the district and in the city.



Il complesso immobiliare delle sei “Palazzine Liberty” si trova nel quadrante sud est della città, nel quartiere Calvairate nel Municipio 4, a 3 km dal Duomo e a 100 m dalla stazione ferroviaria Milano Porta Vittoria, servita dalle linee suburbane che connettono l’area metropolitana al centro città lungo il passante ferroviario.

L’infrastruttura consente di raggiungere in pochi minuti le stazioni di Milano Porta Garibaldi e Repubblica, nel centro direzionale, la stazione Rogoredo, servita dall’Alta Velocità, e la stazione Forlanini, connessa all’aeroporto di Linate dalla futura linea metropolitana M4 che fermerà a 1 km dal sito. Adiacenti al sito “Ex Macello”, le Palazzine facevano parte del più ampio comparto del macello pubblico, realizzato alla fine degli anni ’30, ed erano in particolare la parte destinata a uffici, portineria e residenza della città annonaria, di cui rappresentano testimonianza storica e architettonica. 

Oggi dismesse, di cui una occupata senza titolo, rappresentano un elemento chiave per il processo di rigenerazione urbana in corso attorno al complesso di edilizia popolare Molise Calvairate, che include gli ex Frigoriferi Milanesi, oggi sede di spazi espositivi, culturali e studi professionali; il quartiere di Porta Vittoria sorto sulle aree dell’ex scalo merci, in fase di completamento, che insedierà funzioni residenziali, commerciali, terziarie e ricettive oltre a un parco lineare e un centro sportivo; il complesso dei Mercati Generali, oggetto di un piano di sviluppo che prevede la ristrutturazione degli immobili esistenti. Reinventare le Palazzine Liberty costituisce un’occasione straordinaria per far coincidere il recupero del patrimonio edilizio di valore storico-architettonico con l’attivazione di nuovi servizi, al quartiere e alla città.
