Your Expression of Interest file must contain the three following components:

1) Description of the bidding team and its organisation
Please note that a dedicated Bidding Team Form is available in the site's dataroom.

2) Presentation of the project and development concept for the site
This includes the project description (roughly 10 pages in A4/US Letter format) AND an illustration board (one page in A3/Tabloid format) The project description will include the outlines of the project and of the solutions proposed to address the 10 challenges identified.

3) Presentation of the intended legal and financial set-up
This memo (maximum of one page in A4/US Letter format) will include the legal-financial framework proposed by the bidding team. Note that at this stage, the legal-financial aspect is only a statement of intentions. The definitive commitments of the team will appear in the final proposal.

These documents must be written in English and/or in the language indicated in the SSR, and each of them will be dated and signed by the lead representative of the bidding team.
The documents must be grouped in a single compressed document (.zip) that must not exceed 200 Mo/Mb.

The Ex Macello site is a disused area spanning around 15 hectares, the site of the communal slaughter house and of the poultry and rabbit market in the real estate compendium of the Milan wholesale market.

Situated in the south-east district  of the city, in the district of Calvairate in Municipality 4, the area is a stone’s throw away from the Milan Porta Vittoria station, which is served by the suburban lines that link the metropolitan area to the city centre through the railway link. This enables the business centre of Porta Nuova and Repubblica to be reached in a few minutes, as with the Rogoredo station, which is served by high-speed trains, and the Forlanini station, linked to Linate airport by the M4. The Milan 2030 Plan identifies one of the “Piani Attuativi Obbligatori” (obligatory implementation plans) on site, one of the areas in which is provided a specific town planning regulation aimed at managing the regeneration of the areas. It provides a mix of urban functions including social housing at accessible prices.

Composed of degraded and abandoned buildings dating from the first few decades of the 1900s, the area can be seen as an important element for the district’s regeneration, straddling residential areas – such as the popular Molise Calvairate building complex – and a series of large enclosures undergoing redevelopment, such as: the former “Frigoriferi Milanesi” (Milanese Refrigerators)site, today an area for exhibition and cultural spaces and work studios, the Porta Vittoria district built on the former freight terminal , which is in completion phase, where residential, commercial, tertiary and accommodation facilities will be provided, in addition to a linear park and a sports centre, the  “Magazzini Generali” (General Markets) complex, which is subject to a development plan that foresees the restructuring of existing buildings. Reinventing the former slaughterhouse is an opportunity to redevelop a large part of the city to promote urban and environmental quality and social and operational mix, by forming synergies with surrounding transformations.

Il sito Ex Macello è un’area dismessa di circa 15 ha, già sede del macello comunale e del mercato avicunicolo, nel compendio immobiliare del mercato all’ingrosso di Milano. Situato nel quadrante sud-est della città, nel quartiere di Calvairate nel Municipio 4, l’area si trova a pochi passi dalla stazione di Milano Porta Vittoria, servita dalle linee suburbane che connettono l’area metropolitana al centro città attraverso il passante ferroviario.

Questo consente di raggiungere in pochi minuti il centro direzionale di Porta Nuova e Repubblica, così come la stazione Rogoredo, servita dall’Alta Velocità e la stazione Forlanini, connessa all’aeroporto di Linate dalla M4. Il Piano Milano2030 individua nel sito uno dei “Piani attuativi obbligatori”, aree in cui è prevista una disciplina urbanistica specifica volta a regolare la rigenerazione delle aree, prevedendo un mix di funzioni urbane tra cui l’insediamento di abitazioni a prezzi accessibili. 

Composta da immobili abbandonati e in stato di degrado risalenti ai primi decenni del ‘900, l’area rappresenta un tassello importante per la rigenerazione del quartiere, a cavallo tra ambiti residenziali - come il complesso di edilizia popolare Molise Calvairate - e una serie di grandi recinti oggetto di riconversione, quali: il comparto degli ex Frigoriferi Milanesi, oggi sede di spazi espositivi, culturali e studi professionali, il quartiere di Porta Vittoria sorto sulle aree dell’ex scalo merci, in fase di completamento, che insedierà funzioni residenziali, commerciali, terziarie e ricettive oltre a un parco lineare e un centro sportivo, il complesso dei Mercati Generali, oggetto di un piano di sviluppo che prevede la ristrutturazione degli immobili esistenti. Reinventare l’Ex Macello è l’occasione per ricomporre un grande pezzo di città in nome della qualità urbana e ambientale, del mix sociale e funzionale, creando sinergie con le trasformazioni intorno.
