Your Expression of Interest file must contain the three following components:

1) Description of the bidding team and its organisation
Please note that a dedicated Bidding Team Form is available in the site's dataroom.

2) Presentation of the project and development concept for the site
This includes the project description (roughly 10 pages in A4/US Letter format) AND an illustration board (one page in A3/Tabloid format) The project description will include the outlines of the project and of the solutions proposed to address the 10 challenges identified.

3) Presentation of the intended legal and financial set-up
This memo (maximum of one page in A4/US Letter format) will include the legal-financial framework proposed by the bidding team. Note that at this stage, the legal-financial aspect is only a statement of intentions. The definitive commitments of the team will appear in the final proposal.

These documents must be written in English and/or in the language indicated in the SSR, and each of them will be dated and signed by the lead representative of the bidding team.
The documents must be grouped in a single compressed document (.zip) that must not exceed 200 Mo/Mb.

The Crescenzago site is a free area of around 1.4 hectares, used as an interchange parking area for the homonymous metropolitan line 2 stop, adjacent to the site. Situated in the north east precinct of Milan, in the Cimiano district in Municipality 3, the area has a five minute metropolitan connection to the Lambrate Milan station and to the University campus, less than 15 minutes from the Central Milan stations, the high speed train hub and the Milan Porta Garibaldi, in the Porta Nuova district.

The site is near the registered office of the RCS MediaGroup S.p.A. publishing house, within easy reach of the Lambro Park and one stop from the internationally renowned San Raffaele IRRC (Institute for the Research and Cure of Cancer) Hospital.



It lies in a mainly residential area, where popular building trade  dating back to the 60s alternate with other more recent ones, such as the winner of the “Abitare Milano/1” in Via Civitavecchia competition and the “Urbana New Living” social housing compendium in Via Rizzoli.

The Milano2030 strategy consistently determines one of the “Social Residential Building Trade Areas” within the site perimeter, in which an incentivising town planning regulation aimed at densifying public areas in favour of installing social housing for rent at accessible prices.

The aim is to reinvent an area that is underused today and is already served by public transport, in order to experiment with new models and residential services, through projects generating social mix, minimising CO2 emission, and maximising the integration of green areas in relation to context, thereby triggering a virtuous regeneration process for the district.




Il sito Crescenzago è un’area libera di circa 1,4 ha, utilizzata come parcheggio di interscambio per l’omonima fermata della linea metropolitana 2, adiacente al sito. Situata nel quadrante nord-orientale di Milano, nel quartiere di Cimiano nel Municipio 3, l’area è connessa in 5 minuti di metropolitana alla Stazione di Milano Lambrate e al quartiere universitario di Città Studi, in meno di 15 minuti alle stazioni di Milano Centrale, hub dei treni ad alta velocità, e Milano Porta Garibaldi, nel distretto di Porta Nuova.

Il sito si trova in prossimità della sede della casa editrice RCS MediaGroup S.p.A., a poca distanza dal Parco Lambro e a una fermata dall’IRCCS Ospedale San Raffaele, di fama internazionale, in un contesto prevalentemente residenziale, dove edifici di edilizia popolare risalenti agli anni 60 si alternano con altri di più recente realizzazione, come l’intervento esito del Concorso "Abitare a Milano/1" in via Civitavecchia e il compendio di housing sociale “Urbana New Living” in via Rizzoli.

Coerentemente, la strategia Milano2030 individua nel perimetro del sito una delle “Aree per Edilizia Residenziale Sociale” in cui è prevista una disciplina urbanistica incentivante volta a densificare aree pubbliche per favorire l’insediamento di abitazioni in affitto a prezzi accessibili. L’obiettivo è reinventare un’area oggi sottoutilizzata, già servita dal trasporto pubblico, per sperimentare nuovi modelli e servizi abitativi, attraverso progetti in grado di generare mix sociale, minimizzare le emissioni di CO2, e massimizzare l’integrazione del verde in relazione al contesto, per avviare un processo di rigenerazione virtuoso per il quartiere.

The site has a surface area of approximately 14,900 square metres extending over a regular paved area currently used as a ground-level car park. 

Type of property transfer intended
Surface right with indication of a minimum price set by the owner. In accordance with the proposal, it will be possible to transfer further building rights in accordance with the methods foreseen in the PGT (City of Milan’s Urban Plan), and also by requesting this from the Municipality of Milan.
