Your Expression of Interest file must contain the three following components:

1) Description of the bidding team and its organisation
Please note that a dedicated Bidding Team Form is available in the site's dataroom.

2) Presentation of the project and development concept for the site
This includes the project description (roughly 10 pages in A4/US Letter format) AND an illustration board (one page in A3/Tabloid format) The project description will include the outlines of the project and of the solutions proposed to address the 10 challenges identified.

3) Presentation of the intended legal and financial set-up
This memo (maximum of one page in A4/US Letter format) will include the legal-financial framework proposed by the bidding team. Note that at this stage, the legal-financial aspect is only a statement of intentions. The definitive commitments of the team will appear in the final proposal.

These documents must be written in English and/or in the language indicated in the SSR, and each of them will be dated and signed by the lead representative of the bidding team.
The documents must be grouped in a single compressed document (.zip) that must not exceed 200 Mo/Mb.

A plot in the district of Fuencarral-El Pardo to the north-west of the city of Madrid, which houses an old dairy product bottling factory of Compañía Centrales Lecheras Españoles S.A. (CLESA). Designed by the Spanish architect Alejandro de la Sota 1961, one of the great Spanish masters of the 20th century, it is considered a valuable exponent of Spain's industrial architecture.



As part of a modification of the General Plan, which aims to create a new central area of high-quality urban planning in the district, the building will be handed over to Madrid City Council to become a unique public endowment. It is located next to the Ramón y Cajal General Hospital, a public hospital with important health care, teaching and research activities, adjacent to an area of economic activity with a high level of occupancy and residential areas such as Poblado Dirigido de Fuencarral, which was designed in the 1950s, or the neighborhood of La Paz. The aim is to create unique multi-purpose facilities that can become a metropolitan cultural and innovative meeting point in the north of the capital, as an alternative to Matadero Madrid, to solve the needs of space for courses and conferences of the Ramón y Cajal University Hospital and to contribute to the provision of services to the district's residents.




Parcela en el distrito de  Fuencarral-El Pardo al noroeste de la ciudad de Madrid, que alberga una antigua fábrica de embotellado de productos lácteos de la Compañía Centrales Lecheras Españolas S.A (CLESA). Proyectada y realizada por el arquitecto español Alejandro de la Sota 1961, uno de los grandes maestros españoles del siglo XX, está considerada como un valioso exponente de la arquitectura industrial de España.

Como parte de una modificación de Plan General, cuyo objetivo es crear una nueva área de centralidad de alta calidad urbanística en el distrito, el edificio será cedido al Ayuntamiento de Madrid para convertirse en una dotación pública singular. Está situada junto al Hospital General Ramón y Cajal, un centro hospitalario público con una importante actividad asistencial, docente e investigadora, colindante a una zona de actividad económica con alto nivel de ocupación y zonas residenciales como el Poblado Dirigido de Fuencarral proyectado en los años 50, o el barrio de la Paz. El objetivo es crear un equipamiento singular polivalente que pueda convertirse en un punto metropolitano de encuentro cultural y de innovación al norte de la capital, como alternativa a Matadero Madrid, resuelva las necesidades de espacio para cursos y conferencias del Hospital Universitario Ramón y Cajal y contribuya a la prestación de servicios a los residentes del distrito.

Expected program
The aim is to rehabilitate the building, give it value and to adapt it to current regulations in order to accommodate cultural and innovative uses, with multi-functional spaces for carrying out different activities, such as courses and conferences of the Ramón y Cajal hospital. A creative space that promotes the meeting and dialogue of creators with each other and with the public, and that includes social, cultural or educational activities for the neighborhood.
