Your Expression of Interest file must contain the three following components:

1) Description of the bidding team and its organisation
Please note that a dedicated Bidding Team Form is available in the site's dataroom.

2) Presentation of the project and development concept for the site
This includes the project description (roughly 10 pages in A4/US Letter format) AND an illustration board (one page in A3/Tabloid format) The project description will include the outlines of the project and of the solutions proposed to address the 10 challenges identified.

3) Presentation of the intended legal and financial set-up
This memo (maximum of one page in A4/US Letter format) will include the legal-financial framework proposed by the bidding team. Note that at this stage, the legal-financial aspect is only a statement of intentions. The definitive commitments of the team will appear in the final proposal.

These documents must be written in English and/or in the language indicated in the SSR, and each of them will be dated and signed by the lead representative of the bidding team.
The documents must be grouped in a single compressed document (.zip) that must not exceed 200 Mo/Mb.

This is an area intended for industrial or service-industrial use created to foster the implementation of new productive activities, promoting the channelling of innovative business projects with mixed uses of support that is in an incipient phase of development.

The area consists of two plots of the La Atalayuela estate, in the district of Vallecas Villa, to the south-east of the city of Madrid. Its location next to Mercamadrid and the Villaverde-Vallecas motorway gives it a privileged character in terms of connections with the M-50 and the Henares corridor, the main urban logistics hub in Madrid. This is a key factor for new implementations of uses as well as the future construction of a municipal business incubator, “an Industrial Factory” on the adjacent plot.



The aim is to implement activities with a strong environmental and bioclimatic component, that are able to extend their influence to the rest of the area, creating a space that attracts innovative and competitive companies and favours the estate's consolidation.




El ámbito está constituido por dos parcelas del polígono de La Atalayuela, en el distrito de Vallecas Villa, al sureste de la ciudad de Madrid. Es un área destinada a uso industrial o servindustrial creada para favorecer la implantación de nuevas actividades productivas, promoviendo la canalización de proyectos empresariales innovadores con usos mixtos de apoyo que se encuentra en una  fase incipiente de desarrollo.

Su situación junto a Mercamadrid y la carretera Villaverde-Vallecas, le concede un carácter privilegiado a nivel de comunicaciones con la M-50 y el corredor del Henares principal eje de la logística urbana de Madrid, esto supone un  factor clave para nuevas implantaciones de usos al igual que la futura construcción de un vivero municipal de empresas o  Factoría Industrial  en la parcela colindante.

El objetivo es implantar actividades con un fuerte componente medioambiental y bioclimático, capaces de extender su influencia al resto del área, creando un espacio que atraiga empresas innovadoras y competitivas y favorezca la consolidación del polígono.

Expected program
The economic activity hub could focus on proposals that combine urban logistics with other activities that, in synergy with the “Vallecas Industrial Factory”, can represent a high level of innovation. 

The tenderers may make joint proposals for both areas or focus on a single one.

The surface area of plot A is 16,053 m2 and that of plot B is 17,901 m2.

Type of planned transfer of ownership
Contract for the explotation of assets and property rights of the Law on Property of Public Administrations (LPAP), and its General Regulations (RGLAP) or legal business provided for in the above should the asset be related to a public use or service, in line with the urban classification of the land and economic conditions of the exploitation.
